- Utility Supervisor / Assistant ORC
Description
The City of Glendale is seeking a full-time Public Works Utility Supervisor and Assistant ORC. The City is seeking a self-motivated, versatile candidate with water distribution and wastewater collections experience. The Utility Supervisor is responsible for the day-to-day maintenance and operations of the City’s underground utilities. A successful candidate has a pre-existing skillset, and is also eager to learn and develop new skills. The position requires a high level of independent judgment, including the ability to work under pressure when responding to emergencies and other after-hours requests. The Utility Supervisor assists with all aspects of the City of Glendale Public Works Department operations, including the maintenance of parks, landscaping, streets, irrigation systems, and buildings.
The hours are typically 7:00 am to 3:30 pm, Monday through Friday. Applicant must be willing to work evenings, weekends, and holidays when needed, and be physically able to perform the job duties.
High School Diploma or GED required. Applicants must be at least 18 years of age and possess and maintain a valid Colorado driver’s license. A commercial driver’s license is preferred but not required. Applicants are subject to a pre-employment drug screen and a fit-for-duty physical.

GENERAL PURPOSE:
To perform technical and supervisory work in the planning, scheduling, and directing work of employees engaged in preventive maintenance and repair of the collections system and distribution system.
Work requires assessing needs, determining priorities, planning work, and making assignments to specialized crews and support teams of employees working in water distribution and sewer collections systems in preventive maintenance or repair activities. Work includes responding to emergency needs and after-hours calls; acquiring equipment and materials needed by the crews; monitoring work for compliance with standards; meeting with contractors to review specifications and requirements and inspecting work in progress; dealing with infrastructure complaints and concerns of property owners; and serving as Assistant Operator in Responsible Charge (AORC) for the distribution and collection systems while maintaining knowledge and certification of the systems.
The employee is responsible for the AMI meter reading and data collection functions for the City; maintaining and troubleshooting of AMI systems; meter testing, programming, and maintenance; investigating consumption issues and other complaints and assisting utility billing operations to ensure accurate billing. This employee manages routes, assigns work, trains new employees on routes and work procedures, monitors work of technicians and assists with more difficult tasks. In addition, this employee performs the regular duties of the Public Works Department including, but not limited to, work in the Streets, Parks, Building & Grounds, and Athletic Fields departments.
As needed, the employee may participate in the equipment operation and/or field work of the crew. The employee is subject to working inside and outside environments including extreme hot and cold weather, and to work hazards including loud noise, vibrations, moving mechanical parts, exposure to chemicals, fumes, odors, poor ventilation, and oils. The employee may be required to inspect water, sanitary and storm sewer line pipes, manholes or other small, confined spaces.
Work involves call-back work for weather and natural disasters and requires response for emergency assessment and assignment of work for snow and ice removal, water or sewer repairs.
SUPERVISION RECEIVED: Works under the general supervision of the Public Works Director, Public Works Operations Manager, Public Works Field Operations Manager, and their designee(s).
SUPERVISION EXERCISED: Exercises supervision either directly or through first-level supervisors over public works staff and building department staff as assigned.
ESSENTIAL DUTIES AND RESPONSIBILITIES: The following are intended to present a descriptive list of the range of duties performed by employees in the class. The following are not intended to reflect all duties performed within the job.
Essential and other important responsibilities and duties may include, but are not limited to, the following:
- Serves as Assistant ORC for the water distribution and sanitary sewer collection systems.
- Oversees the preventive maintenance and rehabilitation program for water and sewer lines, storm sewer, and mainline valves; assists with the development, planning, and implementation of long-range utility capital improvement projects.
- Performs inspection, maintenance, and repair of manholes.
- Performs meter reading, maintenance and repair of water meters and associated appurtenances.
- Assures accurate records of meter readings, maintenance and repairs of water meters are maintained.
- Performs annual jetting, inspection, maintenance, and repair of the sanitary sewer system.
- Performs maintenance and exercising of water main valves annually.
- Performs maintenance and flushing of fire hydrants annually.
- Conducts periodic meter audits; verify location and number of existing water meters, meter serial numbers and type of service; test meters for accuracy.
- Monitors AMI system to ensure that all end points/meters are properly communicating to the network and record reads.
- Investigates accounts flagged by AMI system.
- Investigates and troubleshoots issues with the AMI system.
- Manages, tracks and coordinates meter repairs.
- Updates maps and data in various databases; works with GIS in securing and updating water main and sewer line maps; verifies utilities with mapping software.
- Surveys job sites prior to instructing crews on needed work; prioritizes projects and coordinates the use of available equipment, materials and personnel to complete projects in an effective and efficient manner.
- Makes work assignments to employees responsible for preventive maintenance and repair of water mains, sewer lines and related systems, roadway, sidewalks and right of way related systems; inspects work during and after completion.
- Identifies equipment needs and makes recommendations for resources to the Operations Manager/ORC; identifies and implements work processes that make the work unit function most productively; prepares section budget with suggestions for equipment and staffing needs; orders materials and equipment; tracks expenditures throughout the year.
- Responds to citizen requests and complaints related to odors and sewer cleaning and easement clearing; meets with residents to explain work plans.
- Trains and monitors employees in proper work methods and techniques, including both technical and safety procedures according to OSHA regulation; conducts specialized training for the work unit as needed.
- Responds to snow and ice events; oversees work crews and assigns and prioritizes work.
- Responds to water main breaks and water line service calls; oversees work crews and assigns and prioritizes work.
- Responds to sanitary sewer failures and sewer spill calls; oversees work crews and assigns and prioritizes work.
- May review development plans for infrastructure projects to make recommendations for future system improvements and services on new construction; meets with technical and developer staff to explain system requirements; corresponds with City departments, concerning the status of acceptance of public infrastructure projects.
- Attends training to retain certifications and maintain skills; performs field work as needed.
SPECIAL DUTIES:
- Knowledge of the principles and practices of construction, maintenance and repair of utility lines and related infrastructure, including construction techniques, processes, and materials, and the ability to determine whether design specifications are being met.
- Knowledge in the operation and use of equipment, tools and materials used in utilities construction and maintenance work, and of the occupational hazards and safety precautions associated with the work.
- Knowledge of the City engineering specifications and construction requirements for sewer collection systems maintenance and construction.
- Knowledge of system mapping information systems and the various databases and specialized software used in the work.
- Knowledge of specialized CCTV equipment operation and inspection software.
- Ability to use computers, to maintain system databases and to create and maintain programmatic records and reports.
- Considerable knowledge of the methods and procedures used in reading meters and transmitting and recording consumption.
- Considerable knowledge of automated meter reading systems and equipment. Working knowledge of GIS/GPS utility mapping equipment.
- Working knowledge of the functional operation of meters. Working knowledge of utility policies and billing procedures.
- Knowledge and ability to troubleshoot automated computer reading systems and make updates as needed.
- Ability to schedule work, to supervise work teams and provide effective leadership and to develop and apply appropriate safety practices
- Ability to establish and maintain effective working relationships with employees, supervisors, other City officials, contractors, and citizens.
- Ability to read plans, maps and drawings.
- Offers recommendations for work improvement to crews.
- Maintains safety practices and procedures. Checks on methods used by City work crews to ensure their safety and sees that protective devices and equipment are used where indicated.
- Maintains SCADA (monitoring system) and is a member of the Public Works team which monitors SCADA system on a 24×7 schedule.
- Other duties as required by ordinance, resolutions, or direction of the City Manager.
- Responds to emergency call outs at any time.
- Additional duties as assigned.
PERIPHERAL DUTIES:
- Coordinates work conducted by Public Works employees with other departments.
- May be called upon to oversee operations and supervises staff in the operation and maintenance of distribution and collection systems, streets, and parks.
- Investigates complaints received by the Building Department; establishes and maintains comprehensive records of all business transacted such as complaints, inspections, investigations, notices served and permits written.
Requirements
Necessary Knowledge, Skills and Abilities:
Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying.
- Excellent written and verbal communication skills with the ability to effectively communicate and interact with all levels of personnel within the City, including presenting information and responding to questions from the City Manager, City Council, Director of Public Works, City employees, State and Federal Agencies and the general public in a positive and cooperative manner
- Ability and willingness to meet with the public in a positive and cooperative manner
- Knowledge of construction industry and construction practices.
- Knowledge of state and federal regulations regarding distribution and collection system maintenance and activities.
- Ability to read technical documents, plans, diagrams, specifications, and blueprints.
- Ability to organize, schedule and supervise diverse activities, operations, and personnel.
- Ability to make mathematical calculations accurately.
- Computer skills, including the use of SCADA system.
- Ability to exercise initiative and judgment as well as make decisions within the scope of assigned authority.
- Ability to exercise good, community-oriented judgment in the conduct of City business.
- Ability to be team oriented and supportive of all members of the team. Can be a follower or caretaker, as well as a leader on the team, as the situation demands.
- Thorough knowledge and skills in the use of methods, materials, and tools used in construction and maintenance work and ability to apply this knowledge to work situations.
- Knowledge of the operation and maintenance of tools, equipment, vehicles and machinery used in the Public Works environment.
- Ability to effectively supervise subordinates in the proper methods, procedures, and safety precautions and to follow OSHA standards.
- Thorough knowledge of distribution and collection systems.
DESIRED MINIMUM QUALIFICATIONS:
EDUCATION AND EXPERIENCE:
- High School Graduate, or Bachelor’s degree (preferred)
- Five years’ experience and experience in water distribution and sewer collections systems including some supervisory or lead worker and administrative experience; or an equivalent combination of education and experience.
- Must be a U.S. citizen and/or have authorization to work in the United States.
- Must be able to read and write the English language.
LICENSES, CERTIFICATES, & SPECIAL REQUIREMENTS:
- Valid Colorado class “B” commercial driver’s license or the ability to obtain them prior to employment and an acceptable driving record.
- Must have proficiency with Microsoft office suite, including, Word, Excel, PowerPoint, and Outlook.
- Colorado Distribution Systems Class II Certification, Class III desired
- Colorado Collection Systems Class II Certification. Class III desired.
- Ability to obtain Certification in Flagging / Traffic Control, Confined Space, Construction Site Safety, and Excavation Safety training within 3 months if not already certified.
The above-mentioned certifications must be maintained if the employee is employed as a Utility Supervisor/Assistant ORC with the City of Glendale. The City of Glendale reserves the right to request employees seek additional certification and training; if additional training and certifications are required to perform their job duties.
TOOLS AND EQUIPMENT USED:
Desktop computer, including word processing, spreadsheet, database software, motor vehicles, city-issued mobile phone, two-way radio, fax, copy machine and SCADA program.
PHYSICAL REQUIREMENTS:
The physical demands described herein are representative of those that must be met by an employee to successfully perform the essential functions of this job. Outdoor work is required in the inspection of various land-use developments, constructions sites, or Public Works facilities.
