The Role
Reporting to the Manager, Infrastructure, the Supervisor, Infrastructure is responsible for the day-to-day supervision and technical leadership of the Engineering GIS Technologist team. This position oversees the collection, management, and application of asset-related infrastructure data used in the planning and delivery of capital projects and municipal services.
A key focus of this role is to manage and support the internal design and CAD drafting functions performed by Engineering GIS Technologists. These functions include preparing base plans, preliminary designs, and construction drawings for various capital and operational initiatives within the Engineering Services group. The Supervisor, Infrastructure is also responsible for receiving and evaluating GIS and CAD task requests from other City departments and Engineering divisions, prioritizing them based on urgency, corporate priorities, and staff capacity. This role ensures the timely and accurate delivery of spatial and technical data to support infrastructure project development and delivery.

What you’ll do...
- Supervise Engineering GIS Technologists and manage the development, maintenance, and integrity of GIS and CAD data systems. Assign and prioritize drafting, design, and mapping tasks to support capital project planning and delivery
- Oversee the provision of CAD drafting and internal design services for Engineering Services projects, ensuring high-quality and timely support for capital delivery, operations, and asset planning
- Receive, evaluate, and assign GIS and CAD task requests from other divisions (e.g., Transportation, Public Works, Construction, Development Approvals), ensuring that tasks are prioritized effectively based on urgency and organizational goals
- Provide technical leadership in asset inventory development, spatial data management, and reporting to support project scoping, performance monitoring, and long-term infrastructure planning
- Support continuous improvement initiatives including system enhancements, standard development, training, and the adoption of new technology and best practices
- Other duties as assigned
Requirements
- 3 year diploma in Civil Engineering Technology or related field
- Bachelor's Degree in Geomatics or Engineering preferred
- 5 years combined relevant experience with GIS/CAD and infrastructure data systems
- Supervisory experience in a municipal setting preferred
- Eligibility for, or, membership with OACETT or GISCI
- CET, GISP, or similar designation preferred
- Advanced proficiency in AutoCAD Civil 3D for the preparation of construction drawings, design layouts, and base mapping
- Strong understanding of internal design processes and the ability to guide the development of construction plans from concept through to pre-tender
- Knowledge of Open Government and asset management data models including lifecycle performance tracking preferred
- Experience in assigning, coordinating, and prioritizing task requests from multiple stakeholders with competing deadlines
- Expertise with ESRI GIS software (ArcMap, ArcGIS Pro, ArcGIS Online) and mobile apps (Collector, Survey123)
- Ability to read, interpret, and produce engineering drawings and to support municipal infrastructure design
- Familiarity with Ontario Provincial Standard Specifications (OPSS), TAC, and relevant municipal standards
- Excellent organizational and communication skills with a focus on interdepartmental collaboration
- Municipal government experience in a unionized environment
- Valid Ontario Class “G” driver’s license and ability to attend field locations as required

- Required to obtain and maintain a satisfactory criminal record check (with vulnerable sector search)
