Description
SUMMARY:
The Public Safety Systems Administrator supports the design, development and administration of the mission-critical technology systems essential to the operations of South Sound 911 and its partner agencies. Serving as a hybrid generalist, this role combines systems administration, software engineering, and data analysis to ensure the reliability, availability, security, data integrity, and continuous improvement of key applications, including Computer Aided Dispatch (CAD), Records Management Systems (RMS), and custom-developed software.
ESSENTIAL FUNCTIONS:
System Administration & Support:
Support the configuration, management, and maintain mission-critical systems (e.g., CAD, RMS), to include user account privileges, system settings, and integrations.
Administer public-facing and inter-agency portals, including Secure FTP sites and Public Records Request management systems.
Test, troubleshoot, and support the deployment of system upgrades, patches, and vendor releases.
Monitor system health and performance, identifying and addressing potential issues.
Work with Network Engineers and IT Support Technicians to support and implement Operating System upgrades and patches.
Participate in a 24/7 on-call rotation to provide emergency diagnosis and resolution of critical public safety system outages.
Data Analysis & Reporting:
Troubleshoot complex SQL queries to retrieve, validate, and analyze data from various system databases and data warehouses.
Support the development and management of recurring and ad hoc reports using business intelligence tools (e.g., SQL Server Reporting Services).
Ensure the integrity and accuracy of data within core systems and assist stakeholders with data-related investigations and requests.
Project & Stakeholder Engagement:
Collaborate with internal and external stakeholders to analyze business needs and translate them into technical requirements.
Support technical projects of varying sizes, coordinating resources, timelines, and communications from initiation to completion.
Maintain clear, actionable technical documentation, training materials, and standard operating procedures (SOPs) to support consistent system operation.
Additional duties as assigned or related.
KNOWLEDGE, SKILLS & ABILITIES REQUIRED:
Fluent use of the English language, to include the ability to understand written and verbal instructions, understand and interpret complex rules and procedures, explain services, projects, programs and resources effectively.
Knowledge of public safety dispatching and records management operations, including field operations, national reporting standards (NIBRS), and data entry workflows.
Knowledge of applicable laws, codes, and regulations regarding Criminal Justice Information Services (CJIS) security policy and public records retention.
Ability to analyze trends in system performance and errors to recommend process changes.
Communicate orally and in writing using tact, patience and courtesy.
Ability to work appropriately with confidential material and information.
Ability to use technical skills to work with current technological tools and perform basic problem solving; work with a wide variety of data-driven applications, including service-based, client-side and web applications; use independent judgment and initiative when working alone, as well as appropriately utilize the expertise of colleagues.
Develop effective working relationships with peers, senior staff and customers.
Proficient with standard suite of Microsoft Office software and database applications, peripheral equipment, phone system.
Ability to exercise a high degree of independent judgment in problem solving and decision-making.
Organize work with many interruptions and multiple tasks to meet schedules and timelines.
Ability to travel to other local locations in a timely manner, as needed for performance of the job.

The agency operates 24 hours per day, 7 days per week, 365 days per year and work may be required at any time. Office environment with frequent interruptions. The noise level in the work environment is usually quiet. This position will interact with employees and customers on a daily basis. Office environment is subject to 24/7 emergency call out and traveling to different locations to conduct work.
While performing the duties of this job, the employee is regularly required to sit at a computer terminal, frequent
walking both indoors and out; use hands to finger, handle, or feel and talk or hear. The employee is frequently
required to reach with hands and arms. The employee is occasionally required to stand, stoop, or kneel. The
employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job
include close vision, distance vision, peripheral vision, depth perception and ability to adjust focus.

Requirements
EDUCATION AND EXPERIENCE:
A Bachelor’s degree in Computer Science, Information Technology, a related STEM field, or equivalent practical work experience. Professional experience in a public safety or government IT environment preferred.
Experience with SQL scripting and database management concepts.
Understanding of the Software Development Life Cycle (SDLC) and structured development environments.
Foundational knowledge of system administration, configuration, and troubleshooting.
Experience with Computer-Aided Dispatch (CAD) or Records Management Systems (RMS) applications, Agile/Scrum methodologies, and reporting tools (SSRS, Crystal Reports) or RPA platforms preferred.
