Location: Japan (coordination with US sites and Japan HQ)
1. Role Summary
- The Project Coordinator - Testing & Commissioning is responsible for end-to-end coordination of multiple projects, focusing on progress management, technical information consolidation, manpower optimization, and initial troubleshooting support.
- This role acts as a central control point between on‑site teams, Technical Advisors (TA), Contractors, and Japan HQ to ensure smooth project execution, effective commissioning preparation, and timely issue resolution.
- The coordinator is not a clerical role, but a technical coordination role requiring understanding of generator-related systems, commissioning processes, and stakeholder management.
2. Key Responsibilities
A. Project & Progress Management
- Monitor and manage progress of assigned projects on a daily basis.
- Track project milestones, commissioning readiness, and site status using reports, checklists, and feedback.
- Identify schedule risks, manpower imbalances, and potential delays at an early stage.
- Actively follow up with stakeholders to ensure timely resolution of open items.
B. Technical Document Review & Pre‑Check
- Review and cross‑check sequence diagrams against cable lists to verify completeness, signal validity, and consistency.
- Enhance cable lists by incorporating from/To checklists and issue them to Contractors for on‑site verification.
- Obtain, review, and distribute test equipment lists to ensure site readiness.
- Highlight gaps, inconsistencies, or missing information to relevant stakeholders.
C. On‑Site Status Monitoring & Resource Coordination
- Collect structured on‑site feedback from Contractors regarding cable checks and test equipment availability.
- Organize and summarize site conditions on a per‑project basis.
- Continuously monitor workload and site readiness to optimize allocation of Contractors and TAs.
- Decide TA dispatch timing based on actual site readiness, not rigid timelines.
- Coordinate with managers to negotiate inter‑site movement of Contractors or TAs when required.
D. Information Bridging & Stakeholder Communication
- Act as the single point of contact for project‑related coordination.
- Relay TFA Reports from TAs to ensure proper understanding.
- Respond to electrical‑related technical inquiries.
- Bridge communication between on‑site teams and Japan HQ, ensuring clarity, priority alignment, and actionability.
- Filter, organize, and highlight critical technical information without loss of intent.
E. Commissioning Preparation & Handover
- Coordinate dispatch of Contractors for commissioning handover activities.
- Prepare and maintain commissioning monitoring checklists.
- Work with TAs to create handover materials for Contractors, including:
- Commissioning monitoring lists
- Netmation trend data and observation points
- Conduct daily monitoring of commissioning results and Netmation trends, escalating concerns proactively.
F. Pending Items & Trouble Response
- Receive and manage pending item lists from TAs.
- Track status and follow up with Contractors and HQ toward closure.
- During trouble situations:
- Collect on‑site information as part of the initial response
- Coordinate with Contractors to assess impact and priority
- Report issues to Japan HQ and act as the contact window until closure
- o Prevent issue escalation and long‑term problem stagnation.
G. Organization Coordination & Quality Oversight
- Hold periodic coordination meetings with Japan HQ to review manpower balance.
- Review of TA deliverables and performance reports.
- Evaluate TA competence based on objective, multi‑project performance data.
- Organize TA evaluation results to support:
- Project suitability
- Dispatch priority
- Need for support or supplementation
3. Technical & Professional Background
- Basic to intermediate understanding of:
- Generator control systems
- Protection and AVR systems
- Testing and commissioning workflows
- Ability to read and interpret technical documents such as:
- Cable lists
- Sequence diagrams
- Test reports
- TFA reports
- Netmation trend data
4. Experience
- Experience in power generation projects, commissioning, site engineering, or technical coordination
- Prior exposure to coordination among multiple stakeholders (TA, Contractor, HQ, customer) preferred
- Experience in US or international projects is an advantage
Minimum Experience: 5 years of relevant experience in at least one of the following areas:
- Power generation projects
- Generator testing & commissioning
- Site engineering / field service engineering
- Technical coordination or project execution roles
Educational Qualifications: Bachelor's degree in one of the following disciplines:
- Electrical Engineering / Power Engineering / Mechanical Engineering / Electromechanical Engineering
5. Language & Communication
- Business‑level English (written and spoken)
- Ability to explain technical matters clearly to both technical and non‑technical stakeholders
- Japanese language skills are an advantage but not mandatory (depending on role design)
