- Parks and Grounds Supervisor

SUMMARY
The City of Edgewater is seeking a full-time Parks and Grounds Supervisor to oversee the maintenance and operations of the City’s parks, community garden, greenways, and historic home. This position is responsible for a broad range of duties, including seasonal park maintenance, supervision of part-time park staff, coordination of outside contractors and vendors, ensuring regulatory compliance across facilities, and performing landscape maintenance, construction, and inspection work in parks, playfields, pathways, and public rights-of-way. The Parks and Grounds Supervisor will also manage the Parks and Recreation Department fleet program.
The ideal candidate will be able to work independently with minimal supervision after training, effectively prioritize tasks in a fast-paced environment, and maintain a high standard of service and safety. This position may require work outside of regular business hours, including evenings, weekends, and on-call assignments.
Park Operations
- Plans, organizes, and oversees the maintenance, operation, inspection, installation, and repair of park facilities and grounds, including turf, athletic fields, playgrounds, restrooms, pavilions, pathways and greenways.
- Reports vandalism, theft, and facility concerns as appropriate.
Operates, maintains, and trains staff on the safe use of park maintenance equipment, vehicles, and tools, including mowers, utility vehicles, edgers, blowers, and trailers. - Maintains, repairs, and troubleshoots City irrigation systems and coordinates repairs or upgrades as needed.
- Installs, repairs, and maintains fencing, bleachers, picnic tables, signage, and other park infrastructure.
- Prepares, lines, and maintains athletic fields for youth and adult recreation programs, tournaments, and special events.
- Performs and oversees landscape maintenance activities including mowing, edging, trimming, irrigation, planting, fertilization, weed control, and seasonal cleanup.
- Tracks and manages work requests and inventory.
- Evaluates equipment and materials for purchase; orders supplies, tools, and maintenance materials as needed.
- Assists the Department Director with annual budget preparation, capital planning, and monitoring departmental revenues and expenditures.
- Performs daily facility inspections, identifies maintenance needs, schedules repairs, and responds to service requests and public concerns in a timely and professional manner.
- Conducts regular playground safety inspections and coordinates quarterly inspections with a Certified Playground Safety Inspector (CPSI).
- Responds appropriately to accidents, incidents, and emergency situations, including administering CPR and First Aid as necessary.
- Maintains organized, safe, and efficient workspaces, storage areas, and maintenance facilities.
Supervision and Training
- Supervises, trains, schedules, and evaluates part-time staff.
- Oversees and inspects the work of landscape and playground contractors to ensure parks and facilities are clean, safe, secure, and well maintained.
- Provides staff training on facility operations, use policies, emergency procedures, equipment use, safety standards, and departmental best practices.
- Conducts inspections of assigned work; completes employee performance evaluations; recommends performance improvements, disciplinary actions, and other personnel actions as appropriate; reviews and approves staff timesheets.
Fleet Maintenance
- Oversees the Parks and Recreation Department fleet maintenance program, including scheduling routine maintenance, inspections, and repairs for department vehicles and equipment.
- Maintains service records, registration information, fuel usage logs, and equipment maintenance histories.
- Coordinates with outside vendors and repair shops to ensure timely and cost-effective vehicle and equipment repairs.
- Monitors fleet condition and usage; recommends equipment replacement and assists with long-term fleet planning and budgeting.
- Ensures vehicles, trailers, and equipment are operated safely and remain compliant with applicable safety and operational standards.
Parks and Recreation Support
- Collaborates with Recreation, Communications, and Events staff to prepare parks and facilities for programs, rentals, community events, and special projects.
- Support Parks and Recreation programs and operations as needed
- Provide support across department initiatives and special projects.
- Provide customer service to participants, residents, and vendors .
- Participates in staff meetings and training opportunities.
- Assists with Department on call schedule on a rotating basis.
- Maintains a positive attitude, takes initiative, and works as a cohesive team with all team members.
- Maintains regular and punctual attendance.
- Performs other duties as assigned.
Requirements
QUALIFICATION REQUIREMENTS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skills, and/or abilities required.
- Must have legal authorization to work in the United States of America.
- Possess a valid driver’s license with the ability to safely operate a motor vehicle, provide proof of a safe driving record, and maintain a safe driving record.
- Submit and pass a pre-employment background check.

EDUCATION/EXPERIENCE
- High School diploma or equivalent, associate degree or higher preferred.
- Minimum of three 3 to 5 years of progressively responsible experience in parks maintenance, grounds maintenance, facilities maintenance, landscape operations, or a related field.
- Previous supervisory or lead-worker experience preferred.
- Experience operating and maintaining landscaping and maintenance equipment, irrigation systems, and athletic field maintenance equipment required.
- Experience coordinating contractors, vendors, and maintenance projects preferred.
- Experience using Civic Rec or a similar registration platform, preferred.
CERTIFICATES, LICENSES, REGISTRATIONS
- Must possess or be able to obtain First Aid, CPR and AED Certification.
- Certified Playground Inspector Certification, preferred.
- Pesticide Applicator Certification, preferred.
- Certified Parks and Recreation Professional, preferred.
OTHER SKILLS and ABILITIES
- Strong knowledge of park, landscape, athletic field, irrigation, and facility maintenance practices and procedures.
- Ability to supervise, train, motivate, and evaluate staff while fostering a positive and productive team environment.
- Ability to prioritize multiple projects, solve problems effectively, and work independently in a fast-paced environment.
- Strong verbal and written communication skills with the ability to interact professionally with staff, contractors, vendors, and the public.

- Effective audio-visual skills and perception needed for making observations, reading, and writing, and communicating with others.
- Most of this position's duties are performed at external locations experiencing exposure to weather elements including cold, heat, dust, fumes, and noise.
- Must have the ability to perform heavy manual labor including shoveling, digging, lifting, pushing, pulling, and dragging. Stoop, bend, and crouch for extended periods of time. Work in confined spaces.
- Ability to lift and carry items such as application materials and equipment, up to 50 pounds, on an occasional basis.
