Teton County is hiring for an Emergency Management Coordinator OR an Emergency Management Specialist, dependent upon experience (D.O.E.)
The Emergency Management Coordinator position is full-time, year-round with an FLSA Exempt status. Benefits include up to 4 weeks of vacation earned annually, up to 32 hours of wellness leave is given and 96 hrs of sick leave earned annually with many more additional benefits. Qualifications and a summary of the position are listed below:
SUMMARY: The Emergency Management Coordinator plays a vital role in protecting public safety by serving as the designated backup to the Emergency Manager and acting as the Assistant Emergency Operations Center (EOC) Manager during activations. This position independently leads key preparedness, planning, and coordination functions that ensure the County’s readiness for all-hazards incidents. In the absence or incapacitation of the Emergency Manager, this role assumes full leadership responsibilities, including acting as the Homeland Security Coordinator under state statute. The position requires advanced expertise, strategic leadership, and high-stakes decision-making that directly impact community resilience and emergency response capabilities.
PRIMARY DUTIES AND RESPONSIBILITIES:

- Deputy Emergency Manager: Assumes full authority and responsibility in the absence of the Emergency Manager, including statutory designation as Homeland Security Coordinator for Teton County (W.S. §19-13-108).
- Assistant EOC Manager: Leads EOC operations during activations—supervises four Section Chiefs, External Affairs, and Liaison functions; develops EOC battle rhythm; ensures 24/7 staffing; and performs critical ESF #05 (Planning) and ESF #07 (Resource Support) functions.
- Emergency Communications: Serves as a secondary authority for public alert and warning systems (Everbridge, IPAWS, NOAA Radio, etc.) and coordinates media communications per County policy.
- Volunteer Program Manager: Directs the Community Emergency Response Team (CERT), overseeing over 80 volunteers; manages training, deployment protocols, and program strategy.
- Public Preparedness Leader: Designs and delivers strategic disaster outreach and education programs using public speaking, media, and digital platforms to reach diverse community audiences.
- Planner and Policy Developer: Maintains EOC SOPs, supports continuity planning, contributes to emergency plan development and exercises, and helps operationalize emergency preparedness across County departments and partners.
- Situational Awareness and Coordination: Continuously monitors hazards and threats, disseminates timely information, and represents Emergency Management in multi-agency meetings and exercises.
- Technical and Administrative Oversight: Manages program budgets, documents division activities, maintains records and archives, and oversees EOC facility readiness.
- Relationship Building: Supports the relationship between Teton County staff and the public by demonstrating courteous and cooperative behavior when interacting with visitors and County staff; maintains confidentiality of work-related issues and County information; performs other duties as required or assigned.
- Performs other duties as assigned.
MINIMUM QUALIFICATIONS:
Education and Experience:
- Bachelor’s degree from an accredited college or university required. Degrees in emergency management, homeland security, public health, emergency services, or a closely related field are preferred, AND
- Minimum of 2 years’ experience in emergency preparedness, response, or public health response programs.
Required Licenses and Certifications:
- Must possess a valid Wyoming/Idaho Driver’s License and maintain an acceptable driving record.
- Successful completion of the following FEMA courses within 6 months of hire: ICS-100, ICS-200, IS-700, IS-800, and IS-2200.
- Successful completion of the following FEMA course within 1 year of hire: Professional Development Series (PDS).
- Successful completion of the following FEMA courses within 2 years of hire: ICS-300, ICS-400, G-191, and G-2300.
- Successful completion of the following FEMA courses with 3 years of hire: Emergency Management Professional Program Basic Academy or Advanced Professional Series.
- Successful background check for access to sensitive information and systems.
Required Knowledge of:
- County, State of Wyoming, and Federal governmental organization, operations, policies, and procedures.
- National Incident Management System (NIMS).
- FEMA’s Integrated Public Alert and Warning System (IPAWS).
- Homeland Security Exercise and Evaluation Program (HSEEP).
Required Skills in:
- Establishing and maintaining effective working relationships with co-workers, partners, and the public.
- Communicating effectively verbally and in writing.
- English usage, spelling, vocabulary, grammar, proofreading, and punctuation.
- Business computers, standard MS Office software applications, and specialized software applications.
- Following verbal and written instructions and procedures.
- Critical thinking, systems thinking, problem identification, and ability to perform root-cause analysis.
- Coordinating and leading volunteers.
- Ability to work under pressure and meet established deadlines.
- Independent, self-directed work with strong collaboration skills.
- Public speaking, presenting, and instructing peers.
Work Environment:
Work is performed in a standard office environment, however, may require moving office furniture and supplies, crawling, stooping, etc.

NOTE: Should the candidate not meet the minimum qualifications for the Emergency Management Coordinator position, the candidate may qualify for the Emergency Management Specialist position. Teton County will be hiring for one role with the opportunity to grow.

SUMMARY: The Emergency Management Specialist supports Teton County’s emergency preparedness, response, recovery, and mitigation programs through technical, logistical, and public-facing work. The Specialist executes program tasks, assists with community readiness efforts, coordinates volunteers, supports Emergency Operations Center (EOC) readiness, assists with plan maintenance, and supports training and exercise operations.

- Planning: Maintains and updates assigned emergency plans, checklists, and related documentation.
- Volunteer Coordination: Coordinates CERT, EOC support staff, and other volunteer programs.
- EOC Readiness: Performs EOC readiness tasks including workstation preparation, supply updates, and reference material maintenance.
- Exercise and Training Support: Supports exercises and trainings (logistics, materials preparation, attendance tracking, and documentation).
- Emergency Communications: Assists with alert, warning, and notification duties as assigned in accordance with County procedures.
- EOC Operational Support: Provides operational and administrative support during EOC activations (logging, runner functions, resource tracking, basic GIS data entry).
- Public Messaging: Prepares public-facing materials such as community information documents, social media content, and outreach messaging.
- Purchasing and Administration: Supports purchasing documentation, recordkeeping, and program tracking.
- Performs other non-exempt duties as assigned.
MINIMUM QUALIFICATIONS:
Education and Experience:
- Associate’s degree from an accredited college or university. Degrees in emergency management, homeland security, public health, emergency services, or a closely related field are preferred, OR
- Two (2) years of specialized experience in emergency management, public safety, public health response, volunteer coordination, or related government program functions AND a high school diploma or equivalent.
Required Licenses and Certifications:
- Must possess a valid Wyoming/Idaho Driver’s License and maintain an acceptable driving record.

Pay Range: $87,137 - $100,209 per year for Coordinator postion
