Department Overview
The Healthcare Emergency Manager is responsible for developing and administering the Oregon Health & Science University Healthcare Emergency Management Program under the direction of the OHSU Emergency Manager and in collaboration with healthcare departments.
Responsible for continuing development of the hazard and vulnerability assessment process to measure emergency response capabilities and adjust accordingly to appropriately prepare for potential hazards. Responsible for working with all OHSU healthcare locations and business units to develop, implement, manage and continually improve department-specific and healthcare-wide continuity of operations response plans and programs to improve the OHSU's ability to quickly re-establish core critical business functions and recover locations to full operation following any adverse event. Responsible for developing a culture of preparedness to enhance and ensure OHSU's ability to respond and recover from incidents. Prepares and submits financial reports that quantify the costs associated with the response to an incident or disaster in conjunction with the OHSU Emergency Manager.
Provides ongoing emergency management leadership, training and guidance to OHSU Healthcare. Coordinates and collaborates with other hospitals and healthcare organizations, and state and local emergency management response organizations to coordinate planning, training, exercises and assessments necessary to build and sustain OHSU healthcare's capability to respond to any emergency or disaster, including a mass casualty or terrorist incident, pandemic, or other natural or manmade hazards.
Under the direction of the OHSU Emergency Manager advises Healthcare Leadership on new developments, changes in emergency protocols, or other factors. These functions are performed with the objective of controlling, minimizing and preventing losses in an effort to protect the assets of OHSU.
Function/Duties of Position- Responsible for management and continued development of the OHSU healthcare emergency preparedness program, including maintaining compliance with all regulatory requirements. Chair the Healthcare Emergency Management Committee, maintain and update the Healthcare Emergency Operations plan in collaboration with appropriate stakeholders.
- Ongoing development of hazard and vulnerability assessment to measure healthcare capabilities and ensure recommendations are prioritized into program goals and implemented in conjunction with the Emergency Operations Plan, training, and exercises.
- Plans and coordinates relevant training and implementation of emergency exercises and drills to ensure staff understanding and appropriate and effective responses in the event of an emergency.
- Coordinates, researches, supports development of various emergency response plans to support OHSU healthcare operations. Such plans include but are not limited to mass casualty response, evacuation, staffing contingency, family assistance, decontamination, and access to potable water. Plan development includes researching best practices, drafting plan documents and coordinating and engaging with relevant stakeholders to ensure plans are operational. Development and maintenance of online software and other technical tools such as web pages, forms and databases to support planning and response.
- Act as a liaison with regional hospitals, healthcare organizations, and other Emergency Management partners including representation on committees in the community.
- Develop and conduct educational training sessions on emergency planning and preparation for departmental and personal preparedness.
- Provide ongoing emergency management leadership and guidance to all OHSU healthcare departments and assist departments with developing necessary plans and training programs to maintain compliance with regulatory requirements such as DNV and CMS. Including but not limited to departmental, personal and family preparedness to ensure OHSU's readiness and capacity to respond.
- On-call responsibilities include being available to staff the Emergency Manager duty rotation and ability to respond to Emergency Operations Center activations.
- Operate as part of a team and provide support to Research and Academic missions when necessary.

Required Qualifications
- BA/BS in Emergency Management or Healthcare related BA/BS level degree from an accredited college or University.
- Five years of experience working in healthcare or emergency management.
- FEMA's Incident Command System Training courses ICS 100, 200, 700 and 800 required. ICS 300 obtained within one year of hire date.
Knowledge, Skills, and Abilities
Experience working effectively with all levels within an organization is required.
Experience writing and implementing procedures and protocols is required.
Strong communication, both verbal and written, required.
Strong interpersonal and organizational skills required.
Excellent spelling and grammar for drafting and editing Executive-level correspondence, presentations and written projects required.
Proficient in using Microsoft office products, and database tools.
Ability to develop relationships and garner support as a change leader.
Ability to work independently and as a member of a team.
Correct English usage, grammar, spelling, punctuation and vocabulary.
Ability to exercise good judgment, tact, and sensitivity.
Demonstrate organizational and analytical skills.
Compile and prepare reports, correspondence and financial analysis tools.
Operate standard office equipment including computers and related software applications. Plan and organize work, meet schedules and timelines, maintain records; read, interpret, apply and explain rules, policies, procedures, regulations.
Ability to resolve internal and external customer complaints and concerns.
- Ability to communicate effectively, both verbally and in writing.
Preferred Qualifications
- Master's degree in emergency management or other related master level degree from an accredited college or university.
Five or more years of experience in a healthcare emergency management role.
Experience in preparing for and responding to healthcare accreditation surveys.
FEMA's Incident Command System course ICS 400.
- Associate Emergency Manager (AEM) or Certified Emergency Manager (CEM) certification from the International Association of Emergency Managers.
Additional Details
Monday Friday, business hours. Requires on-call duty rotation to respond to emergencies (no on-call pay).
Hybrid role, requires physical presence in the office at Marquam Hill, South Waterfront and other OHSU healthcare locations as required.
